- Your compound has never had a connection.
- The property already has a connection, but the meter has been disconnected. There are 2 ways to assess this:
These ways are explained as follows:
1- Your compound has never had a connection
You are the landlord of the compound.
Call at the counter of the Commercial Branch serving your neighborhood with the following documents:- Your title to the property or any other document serving that purpose
- The photocopy of your national identity card or of your passport
On the same day, you go on site accompanied by a technician from the Branch to carry out the measurements, which consist of collecting technical information required for costing the connection/subscription estimate.
But before that, the technician must ensure that:
- a pipeline running along the street giving access to your compound or your plot is not private
- Your meter shall be installed inside your compound or as close to the property.
- The length of your connections hall does not exceed 50 meters.
- You may have to provide a written and legalized authorization permitting trespass across some other person's property. In such a case, the technician shall hand you a form, which, when duly filled and legalized, shall be attached to your estimate before it is signed by the Branch Manager.
When these conditions have been satisfied, return to the Branch the following working day. You should obtain information on the amount of the estimate of the connection/subscription from the Commercial Clerk.
Your connection/subscription estimate shall be made up of:
- Connection charge: the cost of supplies and installation as contained in the schedule of prices
- Subscription charge: consumer deposit and meter installation charge
- Value-added tax (VAT) : 19.25%
After paying for the connection/subscription estimate, the cashier shall hand you:
- payment receipt
- copy of your estimate
- Copy of the subscription contract signed by the Branch Manager.
You are a tenant
The procedure is the same on the condition that you provide a tenancy agreement and a written and legalized authorization from the landlord of the compound.2- The property already has a connection, but the meter has been disconnected
Call at the counter of the Commercial Branch under which your neighborhood falls, bringing along one of the following documents:- An old bill from the previous subscriber
- An old copy of the connection or subscription estimate
If you cannot lay hands on any document that identifies your installation, the counter clerk shall detail a worker to accompany you on-site to carry out the identification. Once the ID has been done, the counter clerk shall look up the account corresponding to your installation.
Hereafter there are three possible outcomes:
- The subscription has been terminated, and the account posts a negative balance: In such a case, a new subscription is possible only after the settlement of the outstanding bills (total or scheduled settlement). Also, payment of the subscription charges (consumer deposit and meter installation charge) corresponding to the meter diameter must be made.
- The subscription has not been terminated, but the account all the identical posts a negative balance: In this case, the new subscription is possible only after ending the previous subscription. Also, settling any outstanding bills arising from the termination and the payment of the subscription charges (consumer deposit and meter installation charge) corresponding to the meter diameter is mandatory. In either of the above cases, the meter shall be installed within three working days following the date of payment of the subscription charges.
- The subscription has not been terminated, and the account shows no outstanding bills: In this case, the subscription shall be possible after ending the subscription and paying the subscription charges (consumer deposit and meter installation charge) corresponding to the meter diameter.
